#1031 putting all new projects for a neighborhood in one database
This task includes:
- Updating the code to put all /p/ projects in one database
- Allowing existing projects not in that database to still be in the neighborhood
Having tracker/wiki/scm/discussion all still work.
But it does not include the ability to migrate a project from one database to another, that will be handled in a separate ticket.
