#1040 Tweaks to labeling UI for tickets

In this case we don't want to follow his suggestions exactly.
We want to special case labels, and make sure that they come at the bottom of the fields list, and always get their own row, that way labels don't muck up the flow of the UI. (the labels with the x next to them should go to the right of the entry box)
Longer term we may want to think about how to make the label interface as space efficient as possible, but for now the existing UI should be used, just moved to the bottom.
