#111 bins vs saved searches

Tracker config should be able to create "bins" which are saved searches that apply to all users.
Bins will ultimately probably need a cache of the number of results, but for no we'll just grab that data from solr. (But since we display this count for several searches per ticket page view, this is likely to need to scale).
Users should be able to save edit and delete their own searches.
