#1113 Create user preferences plugin API

We should use a plugin api to allow the various user preferences (display name, page size, api key, etc) to be stored either in mongo (default plugin) or alexandria (classic plugin), with the live site using alexandria. The implementation of the classic plugin will be another ticket.
