#112 User Notifications system

We need to be able to report to uses things that happened that they care about, on the next page view after they happen.
Examples of notifications:
- clone completed, repository now available
- clone failed with error: foo
- etc
Anything which is processed asynchronously and any other "flash" type messages the user has should be able to use this system.

The idea is to create a user-notifications table with information about things the user might need to be informed about. This will be needed by various SCM functions, and ultimately could be used by subscription information to show you what things you care about have been updated.
