#1121 Fix discussion reply-to

I tried to reply to a discussion message via e-mail (which we definitely want to support) but it won't work right because there is no reply-to address. The reply-to should be the post's email address. And we need to ensure that a response email gets added to the thread properly. Replies (as opposed to thread starters) do have a reply-to but it is not right:

    mramm <mramm@users.sf.net>
    reply-to    "[allura:discussion]" <noreply@in.sf.net>
    to  "[allura:discussion]" <noreply@in.sf.net>
