#1195 For sandbox setup, make admin1 a test project admin, and also user neighborhood admin (well, that means site superuser)

Currently, it's not possible to do any project admin action, nor neighborhood admin action, on a pristine sandbox, so it takes extra setup to show off any related functionality. Proposal:

  1. make admin1 a test project admin
  2. make admin1 an admin for User neighborhood (that's required for #1128)

    rcopeland suggests also giving Project neighborhood admin and allura project admin, making it have almost the same permissions as root user.
