It just seems to be that page. Other pages on his wiki, like his new default page seem to work: https://sourceforge.net/p/xicms/wiki/xicms/

This was caused by deleting the 'all' in the 'viewable by' field on the page. I have reinstated the 'all' and the page no longer 403s. [#1279] created to track work to prevent this problem in the future.
