#1343 Pluses not equal to spaces --> broken links

we had previously been using spaces in the links, since the title was also the link
and now they use + signs
and my docs home page seems to have vanished
I can still get to this page: https://sourceforge.net/p/forge/documentation/ToC/
and if you click on those links, a + sign is auto inserted
so what was this: https://sourceforge.net/p/forge/documentation/About%20SourceForge/
is now https://sourceforge.net/p/forge/documentation/About+SourceForge/
which doesn't exist
