#1463 Fix 'subscribe' GET link to be a POST button
E.g. https://sourceforge.net/p/allura/tickets/1402/subscribe?subscribe=True the email icon link on each ticket is a GET which causes an http 405. It should submit with a POST. There might be more cases.
Make sure we have a test for this too, since it seems like it might not be covered.
