Tools that allow moderated posts should have a link to the moderation page: /p/$project/$tool/_discuss/moderate

The moderation page should default to show pending.

The moderation page should be faster (e.g. it times out on /p/allura/tickets/_discuss/moderate) Perhaps we need an index.

The moderation form should submit to itself and show the right stuff. When I click 'filter posts', the result page no longer has the moderation form and doesn't show the right posts in the right format. FYI manually adding ?status=pending to the moderate URL does work.

I was able to access /p/allura/tickets/_discuss/moderate?status=pending but got a timeout when approving the comment. It did not get approved. That needs to be fixed too
