#1541 Fix permissions not working
First the TG folks are having trouble with this TG1 subproject -- where nobody is listed under the permissions tab, and additions to permissions don't work:

Revealed several permissions related problems according to their description:
This page has a weird half hight role in a couple of the roles areas: https://sourceforge.net/p/mtest/admin/groups/
Scott Osborne was able to go into the admin area and create the Kool and the Gang group, even without admin permissions.
IMHO we should prioritize getting permissions issues fixed.
All fixed except for the unauthorized user creating new groups, which is now tracked on [#1547].
