#1625 Use GA Custom Fields to track "tool" activity on Allura tools

Allura pages should set a custom field in GA indicating the "tool:$toolname" in the page scope so that we can track how many tracker page views vs wiki page views there are over time.

    There's not really a reasonable way to test this short of putting it into production and using the Google Analytics tools to look at the result, but the code is on forge:wo/1625 for you to at least review.
