#1640 Re-index solr
When some services were down, things got missed from solr. Command to run is:
allurapaste reindex /var/local/config/production.ini [--project=allura]
Runtime of a trivially small project was ~30s, so need a way to make it faster. Skipping user-neighborhood should be good enough, but we need a way to do it.
