#1764 Editing ticket comment interprets XML entities in source code

When adding an XML entity to the ticket comment text, the next time the text is edited, the entities show up as the characters they represent. Usually this behaviour is fine, but in source code fragments it is not desirable.
To reproduce: post a comment containing "space space space space ampersand hash 8212 semicolon". This shows up nicely as a source code fragment containing those characters. Hit the Edit link. The ticket now reads "space space space space em-dash", and after saving, the source code fragment contains only the em-dash.
I can no longer reproduce this bug, I believe it has been fixed.
