#177 new e-mail address format

items coming into our ticket tracker will have e-mail addresses of the format:
item.plugin.project@allura.sourceforge.net
We will also want to support neighborhods like adobe with:
item.plugin.subproject.project@adobe.sourceforge.net
Ultimately if we allow multiple projects with the same name in different neighborhoods this will allow for us to namespace the e-mail addresses.
