#18 Paging for tracker

Both tables on the index should be paged. Perhaps 20 tickets per page and the 10 most recent actions with a "more" link that takes you to a 20 per page view? Searches and bins should also be paged similarly.

I've got this awaiting review for paging/sorting in the search and mass-edit pages. I have not yet applied this technique to the "home" page for tracker and we may want to consider if we even want to show a ticket list there.
