#180 change award description field on per-instance basis

We will eventually need the ability to change the long field of an award on a per-instance basis. For example if I have a "Project Of the Month" award, the longname is actually "Project of the Month, September 2009". Similarly our "CCA 2007" award has categories like "Community Choice Award 2007: Most Likely to be Sued by a Megacorp".
is there any way we can fix the "when submitting a form, I lose my tab position" thing?
