code review, with special attention to all the conditional logic

to test:

delete the shortlinks collection

run allurapaste reindex production.ini -p test --shortlinks

validate that shortlinks work again

similar for other flags

I think we need to update it so that we recreate artifact references and shortlinks in two passes, and always together:

create aref docs and shorlinks for all artifacts

compile the list of referenced artifacts (part of the aref doc) for each artifact
