#2201 create a wiki instead of a home tool at project create time

See [#1507]. This work follows up on that.

  • get rid of the home tool
  • create a Wiki at project creation instead of a home tool
  • remove home page admin

    This code does not remove the old home page implementation as that must remain until we run the uninstall script from [#1507].

    To QA: create a new project, there should be a Wiki named 'Home' as the first mount. Also, if you build a sandbox from this branch, the initial projects will have a 'Home' Wiki (though not necessarily first as those projects are created specially).

    Functionality is good, but some more cleanup needed

    • on the admin landing page (/p/foo/admin) the top link on the right goes to /admin/homepage
    • tests need to be updated:
      • allura/tests/functional/test_admin.py for homepage update
      • and many that reference /home/
