#2217 Remove the home app code
After the script in [#1507] is run and the home app isn't used anywhere, delete it. We should double-check neighborhoods and their home pages first.

The script is run, but I still wonder if the neighborhood home is using this code.
Done with [#5019]. The home tool can still be used by neighborhoods, but all the unnecessary bits are removed now.
