i.e., specifying mount-point and cloned repo name. Does this always make a sub-project of the user? or can a cloned repo be added to any project for which the user has create privileges?

For launch should always should be a sub-project under the users project, with the project name a copy of where it came from, and the same with the mount point and repo name.
This will change in the future, but we should do the simplest thing for this iteration.
