#2427 Better sidebar for tool admin pages

Go to /p/test/discussion and click on the 'Admin Forums' button in the sidebar. You'll see the active tool becomes 'Admin' instead of Discussion, and the "wrong" sidebar is displayed. We should show something that reflects that your path is not just Admin, but Admin > Tools > Discussion

    I think that is "correct" but confusing. It's a link to the admin page for the tool (similar to what you get via the /admin/tools links)
