#2460 By default, Allura tools should not allow anonymous posts

I think most tools allow anonymous posts to go into moderation. Even that is not a very useful default since you get tons of spam in the moderation queue.

    Change is on allura js/2460. To test, create a new project and make sure you can't create posts on any of the tools' discussions.
