    Functional tests added. To test manually:

    1. On sandbox go to /p/test/bugs logged in as an admin.
    2. Create some tickets for milestone 1.0. Some open, some closed, some private.
    3. Click on the Milestone 1.0 button in the sidebar. Check the progress counts in the header and make sure they are correct. The first number should be the number of closed tickets. The second number should be total tickets in the milestone. Private tickets should be included in the counts. Also check the number on the milestone 1.0 button and make sure it's the same as the total.
    4. Now log out, and confirm that these counts do not include private tickets.
