#256 Update install tools screen

We should make a fancier tool install screen, you drag icons into a representation of the tab bar, and they are added in that location, mount point and name are set to defaults, but are editable from that representation.
The tools should be drag and drop order-able. The home page of the project should be set to the home page of the left most tool.
For beta launch: wiki, scm, tracker, admin is default order -- wiki is default landing, admin is always rightmost tool
