#2561 RFE: Moderate abusive user's posts
Feature request: Give project admins ability to specify a username, and have all their posts go to moderation instead of immediately posting. Not sure if a per tool or per project setting would be better.
Rationale: if a user is violating the Code of Conduct, we don't want to term the account just for being a jerk, but we'd like to be able to moderate their posts. This would be useful for projects dealing with abusive users as well.
