#257 Simplify permissions

Basically we should hide all the current permissions, and replace it with just two roles like those on the existing sf.net.
- 2 roles -> admin, developer
- admins have access to all admin perms
- developers have CRUD access on all tools
- anonymous has R access on all tools
- auth has CR, U on authored items on Wiki, Tickets, Discuss. R on SCM.
The existing permissions system should be at a different page, and should be accessible, but not linked anywhere.
