#2913 Add email notification that a message awaits moderation

(This is a feature request:) My project (castle-engine) has a forum that allows anonymous to post messages, but they are kept for moderation. However, there does not seem to exist any way for me (as an administrator of the project) to be notified by email that a message awaits moderation. I have to periodically visit the forum page (like https://sourceforge.net/p/castle-engine/discussion/general/moderate/) in the browser and look if anything is pending moderation.
(Note that approved forum posts do correctly generate notification email. This already works nicely and correctly. However, as an admin, I would also like to get email when something waits for moderation.)
