Rename a project in the same neighborhood, or support a move to new neighborhood and rename operation.
Ideally this would by default leave redirect links in place at the old location.
This will require work on sfx end as well, so I'd like to push it out as far as possible in hopes that we can do the sfx conversion to newforge before doing this.
