Since last push https://control.siteops.geek.net/sog/trac/ticket/19248, a single change to a ticket generates two emails with the same content. One has headers:

On allura js/3038. To test, create a ticket and change it. You should only get one email per update.
Didn't understand the code change, but tested on a sandbox. Made a ticket, updated the ticket and added a comment, only got 3 emails (creation, update, comment), merged to dev.
