Add additional pending/overdue preferences to the admin interface
sfx trackers at the tool level define 'days until overdue' and 'days until pending'
Tickets that have not been updated in <due_period> days have their status changed to Pending</due_period>
Pending tickets that are not updated in <status_timeout> days are Closed</status_timeout>
