#3267 Add a default ticket search for closed tickets

Right now if we migrate a project with no open tickets, the landing page shows "no tickets found" which is confusing. I think it'd help if the sidebar had a saved search for closed tickets.

If easy (specific to the ticket index page), change the "no tickets found" to say "no open tickets found"

    QA: Install a new Tracker tool. Go to Tracker homepage. Confirm "Closed Tickets" search bin in the left sidebar. Confirm new text: "No open tickets found."
