When updating anything on the admin overview page, the page saves but
reloads and shows the neighborhood view every time. This is very
annoying.
-- This is confirmed -- we appear to have the "neighborhood invitations" tab be promoted even after a neighborhood invitation has been accepted. It should only be promoted when it is a new invitation.

Project admin no longer uses tabs. The overview page is now the default.
