#3522 Validate "Project Template" as JSON when saving form

The neighborhood admin overview form should validate the JSON blob in the "Project Template" form. Otherwise it errors when creating projects and that is bad.

    QA: Go to /p/_admin/overview on a sandbox. Try to put invalid json in the Project Template field and confirm you get an error message.
