#3559 Change some "save" buttons to "post" for better ux

- Both thought the Save button should be called Post, but figured it out after thinking about it a second.
Let's change it for all threaded discussions. Also evaluate each tool and see if it's main form(s) should be updated. E.g. for tickets "save" still makes sense. For the forum tool, the new topic from should change to "post"
Changes are on js/3559. To test, make sure places in the discussion tool where the button makes sense as "Post" have that on the button instead of "Save".
