#359 change hover-edit widget behavior to click-edit

On the current forge inplace-editable widgets, hover changes the element to its editable form. Instead, I would like the content to be surrounded by a thin box which outlines where the form element would appear, and actually be changed into a form element only on click. Wes will provide a graffle with the appropriate treatment.

There won't be enough space for the buttons in the ticket's right sidebar. Could we leave the behavior as-is? (Saves on change so no need for buttons)
