#375 consolidate ticket list/ticket search screens

As a user, I would like to have a consistent page layout for the tickets list screen -- the page i get to by clicking on the "Tickets" link in the toolbar -- and the tickets search.

note a couple things in this mock. Entire row should be clickable thru to the ticket. Also no gravitars (just display name) on user reference fields. One thing this mock does not have is decimal-justified # fields (est time, etc should line up on the decimal point).
