#378 Tickets: make mass edit a slide-out form next to last clicked checkbox

As a user, I would like to be able to mass edit properties of various tickets without having to navigate between my selection and the bottom of the page. When I click a checkbox to select an item, i should have a mass edit form slide out which allows me to edit properties on my ticket selections.

all the fields shown in the mockup are dropdown, but if they are not, it should be an appropriate widget for the field type
