as a project admin, I would like to be able to install a tool which simply has a mount point and an external url. I should be able to set the icon for this tool. By default, the icon should be an "external link" icon (a box with an arrow, ala Wikipedia).
as a user, I would like to see an external link tool, and understand that the link is taking me off of sourceforge.net. If I go to a mount point, I should be redirected to the url.
(Note this will be used for downloads and stats, so should be high priority)
