#391 wiki: new page layout

As a user, I would like a bunch of stuff on the wiki page:
Sidebar:
- 3 actions at the top of the sidebar: new ticket/edit page/view history
- 3 nav links: Wiki Home/Browse Pages/Browse Tags
- 2 Help Links: Wiki Help/MarkDown Syntax
Body:
- Fixed width (~590 i think but ask wes) body text
- icons for "subscribe" and RSS
Metadata:
- all metadata on right (tags, last revision date, authors)
- content box with "attachments". If image is attached and not referred to in the main body, it should be auto-thumbnailed at fixed with
- all other attachments listed in chrono order with small file sizes
- "developers" box should be authors of the page
