The chunked_project_iterator function has been copy-pasted into a bunch of Allura scripts. Refactor to use allura.lib.utils.chunked_find instead.

Code review to make sure I didn't do anything dumb. Maybe none of these will ever even be run again. I just couldn't stand seeing that function copy-pasted everywhere. :)
