#430 tickets: remember how many results i want to see, default to 50, make range 25-250

As an authenticated user, I would like the system to remember how many results I want to see in my tickets searches once I have explicitly selected a preference. I would like this information associated with my account.
As an unauthenticated user, I would like the application to set a permanent cookie when I select how many results I want to see in my tickets searches.
As a user, I would like the number of search results to default to 50.
As a user, I would like the search results display options to be 25, 50, 100, 250
