#454 display "saving" and give error message when adding a user that doesn't exist

Currently, when I try and add a user in the simpllified permissions screen, I get no indication when the form is submitted, and no notification on a failure status.
As a user, I would like to see "saving" in a status message when i click save, and if the user I added does not exist I would like to receive a status message that the user was not found.
There also seems to be a several second delay when saving the form -- like there's an ajax call that has to return.
