As a neighborhood administrator, I would like to be able to create a number of wiki pages in my neighborhood. This wiki should be fully integrated even if it means refactoring code.

    Can we unify the header so:

    • mounted tools are available in the neighborhood header (what you see in /adobe/ page)
    • pages in the wiki (/adobe/wiki/WikiHome) have the neighborhood header.

    And we also need links to the /admin/ (vs /_admin/) pages on the neighborhood sidebar.
