#461 neighborhoods: make a "neighborhood" wiki

As a neighborhood administrator, I would like to be able to create a number of wiki pages in my neighborhood. This wiki should be fully integrated even if it means refactoring code.

This is achieved via a 'magical' project associated with the neighborhood. By default this project has 2 apps, 'admin', and 'home' (a wiki) which are reachable from the neighborhood home (thus /adobe/home/ would access the wiki).
