#474 Topic moderation paging doesn't work

Expected behavior: When moderating, I can view all of the discussion threads.
Actual behavior: If there's more than one page of discussion threads, clicking "next page" does nothing.
Steps to reproduce:
1. Create more than 50 discussion threads.
2. On the topic moderation page, click "next page".
3. You'll be taken back to the first page again. All other topics are unreachable.
