#5385 Close a milestone when the last ticket is closed
(This is not the same thing as [#5260].)
Add configurable option that closes a milestone when you close the last ticket in this milestone. Needs to be configurable either globally for the tracker, or perhaps per milestone on creation, as some folks will want to manually close a ticket, rather than having it happen magically.
