#5435 Project icon should 404 to the default project icon
https://a.fsdn.com/allura/p/whatever/icon should 404 to http://a.fsdn.com/con/img/project_default.png when the project doesn't have an icon. This will save a step in determining the location of a project's icon once we know it's an Allura project.
