#5524 Subproject at neighborhood level?
Need to evaluate what tools are useful at the neighborhood level. For example, one can create a subproject of a neighborhood. I have no idea what that means, and I suspect that we want to make that particular tool unavailable at that level.
I think all other tools are probably useful in some use cases, but it's worth thinking about this.
