#5535 You cannot delete your own comments despite having a Delete link for them

If you write a comment, you see for it a "Delete" link, no matter whether you have the MODERATE permission or not. But if you press the "Delete" link, you get an error that you need the MODERATE permission. I think either the link should not be displayed, or even better the deletion of own comments should work without MODERATE permission, because technically you can also edit the comment and remove all characters. This works also without MODERATE permission.
